Mr. O’Cock said, he appeared in support of the application. There was nothing against his client in the Police Records, and he could assure the bench that the applicant’s brother would not in any way be connected with the house. He had a number of certificates from respectable gentlemen in Ireland, and amongst the rest the Sheriff of Armagh.
Mr. Smith said, they had nothing to do with such certificates. There was an insurmountable objection to granting the application. It was necessary that they should sign a certificate that injury of a public would arise from the delay, and they could not reconcile it to their consciences to sign such a certificate. Mr. O’Cock might save him and themselves trouble by refraining from raising other objections, they could not and would not sign such a certificate.

Mr. O’Cock contended on behalf of the applicant, that Mr. Westwood would sustain great injury if the license was not granted; the late tenant had paid L700 rent, and he was credibly informed that he had made a further sum of L1500, which enabled him to build the house opposite. He thought it would be a great injustice if the license was not granted. If he was upon the Bench he would not read the Act of Council so strict as their worships did.
Mr. Smith said, they knew very well what they were about; they were bound by the Acys of Council, and by that they were compelled to certify it would be an injury of a public nature, and that they would not sign in this case.
Dr. Wimot said, the late landlord having established a good name in the house now applied for, and by industry and good conduct obtained a connection, he considered it would be a great injury to allow a license directly opposite to him. Refused.
